The Central Board of Indirect Taxes and Customs (CBIC) has mandated customs officers to verify that importers of plastic raw materials are registered on the Centralized Extended Producer Responsibility (EPR) Portal before clearing their consignments. This enforcement follows the 2024 amendments to the Plastic Waste Management Rules, 2016, which require compulsory EPR registration for importers of plastic packaging, carry bags, sheets, and raw materials like resin and pellets.
The instruction, issued by Neeraj Goyal (OSD, Cus-III), stresses that importers must present EPR registration proof at customs clearance. This step reinforces Section 6 of the EPR Guidelines, holding producers, importers, and brand owners accountable for post-consumer plastic waste. While a similar directive was issued in 2023, the current instruction strengthens compliance in line with updated CPCB guidance from June 13, 2025. CBIC has directed all customs formations to ensure frontline officers are properly informed and compliant with the new requirement.
